Rep. Sylvester Turner’s passing in March has left Houston’s historically Black 18th Congressional District without representation. With a special election slated for November 4, there’s a chance the winner could be shifted to a different district by proposed mid-decade redistricting maps, forcing another run in March or diluting Black political power.
