The Harris County Clerk’s Office reminds residents that Early Voting for the Joint Runoff Elections begins Monday, December 1, and ends Tuesday, December 9. Only voters within the City of Houston and Houston City College, District II, are eligible to participate.
Ballot Items Include
- City of Houston – At-Large Council Member, Position 4
- Houston City College – Trustee District 2
“Runoff elections are the final opportunity for Harris County voters to make their voices heard on the issues that affect their neighborhoods and communities,” said Harris County Clerk Teneshia Hudspeth.
Where and When to Vote
Early Voting:
- Dates: December 1 – 9, 2025
- Hours: 7 a.m. to 7 p.m. daily (Except Sunday, Dec. 7, noon to 7 p.m.)
- Locations: 30 vote centers across Harris County
Election Day: December 13, 2025. Over 140 vote centers are open from 7 a.m. to 7 p.m.

- TX Driver’s License
- TX Personal ID
- TX Handgun License
- TX Election ID Certificate

The use of wireless communication devices is not permitted in voting areas. However, voters may take written notes or their sample ballots to the polling location.
Voting by Mail
- Deadline to apply: Tuesday, December 2
- Eligible voters: Age 65+, sick or disabled, out of county during voting period, expect to give birth within three weeks before or after Election Day, or in jail, but eligible to vote.
